Statute Code: RS-4.01 // Primary Ownership Mandate
Sovereign Data Sovereignty Codes
The Bureau's primary data directive explicitly separates an individual's biometric presence from centralized programmatic tracking. Under Section 4.01, third-party crawlers, deep-learning models, and surveillance matrices are barred from storing or modeling biological telemetry maps without an verified token exchange. Raw human biometric configurations are protocol-isolated, meaning personal records remain encrypted within the hardware secure element enclave, never stored or visible on cloud boxes.
